According to the publication, the bill for an Act to establish the NCCE for the purpose of regulating, setting standards and other related matters is said to have been jointly sponsored by Rimamnde Shawulu Kwewum, Beni Lar, Yusuf Ayo Tajudeen, John Dyegh, Solomon Bob and Benjamin Mzondu.

The NCCE bill, which has been enacted by the National Assembly of the Republic of Nigeria had a cascade of constituted laws and provisions ranging in their sections and subsection.
